Drawing on extensive fieldwork conducted in Egypt between 1997 and 2010, including more than 200 interviews with environmental experts, officials, activists, and firm managers, the author employs an analytical framework to explore dynamics in three environmental policy domains in Egypt. She traces attempts by environmental networks to control industrial pollution, create and preserve protected areas, and restructure the management of Egypt's scarce water supplies, contributing to a more refined understanding of public policy making and social protest under authoritarian rule in Egypt and the Arab world.
