Election officials have the power to block or facilitate access to the polls, thus acting as gatekeepers franchise. By scrutinizing the electoral rules and administration policies of New York State and New York City from 1870 to 2004, the author provides evidence that certain practices not only disenfranchise eligible individuals but disproportionately affect low-income and minority groups.
