In 1825 the western boundary of the colony of New South Wales was extended to encompass what is now the Northern Territory. There was only limited development in subsequent decades. In 1863 the British Colonial Office transferred responsibility for the region from New South Wales to South Australia. It was transferred to Commonwealth government control in 1911. From 1911 to 1947 the territory was under the direct and sole control of an administrator based in Darwin. In 1947 a Legislative Council was established with fourteen members seven appointed seven elected. The administrator was president of the council.
