I DO not think that this little book needs an apology. The investigations of which it is a record were undertaken in the hope and belief that the experience of Switzerland, in not a few directions of social reform, would prove of assistance in our own country, by throwing light, not indeed upon our problems - for these are clear and plain to view - but upon the treatment of them.
